In the meantime, until we get more information, you can still change the wallpaper using the google photos app (open google photos > find the photo you want to use as your wallpaper > open the photo > tap on the 3 dots on the top right > scroll over to use as and tap on it > choose photos wallpaper > adjust the image how you want it > tap on the checkmark on.
