Uninstall the bing desktop program and earlier versions. I'm not 100% certain, but i do believe it changed. Download a wallpaper app to your liking (i chose picspeed and will use that as the example).
Open settings on your phone.
Revoke the write permission of owner and group (they have write permission by default). In the currently installed programs list, select bing desktop and then click remove. Select the wallpaper you want to use.
Finally, tap the toggle next to the “turn on” listing to enable the feature.
Now the system won't modify the wallpaper any more. Find and open the setting named prevent changing desktop background. You do not require any special app to change it.
